CEPAD-EU Literacy-Art Contest for Freedom of Information

Background

Recognizing the significance of access to information, the 74th UN General Assembly proclaimed  September 28th  as the International Day for Universal Access to Information (IDUAI) at the UN level in October 2019. The day had been proclaimed by the UNESCO General Conference in 2015, following the adoption of the 38 C/Resolution 57 declaring September 28th of every year as the International Day for Universal Access to Information (IDUAI). 

The theme of the 2021 International Day for Universal Access to Information will highlight the role of access to information laws and their implementation to build back strong institutions for the public good and sustainable development, as well as to strengthen the right to information and international cooperation in the field of implementing this human right.  

As part of the national IDUAI celebration, the FOI-project, which is financed by the European Union and implemented through CEPAD, will host the 1st FOI Literacy-Art Contest as part of our International Day of Universal Access to Information (IDUAI) commemoration.

CEPAD seeks to explore the creativity of every Timorese in advocating the importance of access to information in building our nation through various forms and means of art as for example through literacy work.

OBJECTIVES

The CEPAD-EU Literacy-Art Contest for Freedom of Information aims to promote awareness that the right to information is essential for the transparency and accountability of the government in the decision-making processes especially in times of crisis.

Contests

The following points are the contests/categories for this year’s edition of the FOI Art Contest:

ESSAY WRITING CONTEST

ESSAY WRITING CONTEST

  1. This contest is open to all University Students.
  2. Entries should be in Tetum, with a minimum of 350 words and maximum of 600 words.
  3. Topic/Theme: Access to information CHANGES PEOPLE’S LIVES and as a GOVERNMENT TOOL FOR TRANSPARENCY.
  4. Submitted entries should be  in original form and HAVE NOT YET JOINED IN ANY OTHER CONTEST LOCALLY OR INTERNATIONALLY.
  5. Each student is only allowed to hand in one essay for the contest.
  6. Entries must be submitted on or before August 20, 2021 (Friday) Through the online via Email cepad.foiday21@gmail.com
  7. All the entries shall be considered as property of the FOI-CEPAD and may be used by the organization for publication and any other legal purposes.
  8. Criteria for judging:
  • Content (Relevance of topic)             35%
  • Organization (flow of discussion)       35%
  • Style (Originality, Creativity)               20%
  • Mechanics (Punctuation)                    10%

9. The winners will be notified through email, phone call, and/or official letter.

10. Winners will receive the following prizes:

  • Champion      : US$50 Voucher, Gift Certificate, Plaque, T-shirt 
  • 1st Runner-up : US$40 Voucher, Gift Certificate, Plaque,T-shirt

POETRY CONTEST

  1. We encourage elementary students from grade 5-6 to write your favorite poem on the topic “people and information”.
  2. Poem must be 20 lines or less.
  3. Poem can be hand-written or typed.
  4. Each student is only allowed to hand in one poem for the contest.
  5. Ensure that all students include their name, age, and school on the entry form 
  6. Entries must be submitted on or before August 20, 2021 (Friday) at CEPAD office Rua Bidau Ailele-Hun or via Email cepad.foiday21@gmail.com or photo via Whatsapp 77474218
  7. Criteria for judging:
  • Relevance to the theme – 50%
  • Creativity/style and originality – 30%
  • Coherence of form and structure (harmony of words, presentation) – 10%
  • Clarity of language – 10%

8. Top three winners will receive:

  • Champion     : US$50 Voucher, Gift Certificate, Plaque, T-shirt 
  • 1st Runner-up : US$40 Voucher, Gift Certificate, Plaque,T-shirt
  • 2nd Runner-up: US$30 Voucher, Gift Certificate, Plaque,T-shirt

9. The best writers will have their work presented as part of the winners, through our media partnership and TV station.

10. The best entries will be promoted via CEPAD fb page, website and newsletter through our partnership with JSMP.
